Upgrading and Expanding Z30A Road to Support Industrial Growth in Duc Linh

The Z30A Road serves as a central transportation route in Dong Ha Commune, passing through the industrial and processing zones of Duc Linh District, which includes three key industrial clusters: Dong Ha, Nam Ha, and Nam Ha 2. Alongside the Dong Ha – Gia Huynh Road, Z30A is a crucial connector linking DT.766 Road to industrial clusters, residential areas, livestock farms, and production zones. However, with a current road width of just 7 meters, Z30A will not be able to accommodate the rising transportation demands once these industrial clusters become fully operational, leading to a high risk of congestion and traffic accidents. As industrial activities expand, the number of workers commuting daily is expected to increase significantly.

Infrastructure Upgrade to Meet Future Industrial Needs

To address these concerns, the Z30A Road will undergo a major upgrade and expansion, covering a length of approximately 8 km. The starting point is at Km13+320 on DT.766 Road, and the end point connects to the Tra Tan - Dong Ha Inter-communal Road. The upgraded road will feature:

• A wider roadway: 13 meters in width, with 0.5-meter shoulders on each side, and a total roadbed width of 14 meters.
• Modern construction: Asphalt concrete pavement over a compacted crushed stone base.
• Comprehensive infrastructure improvements: Including a new drainage system and enhanced traffic safety measures to support increasing transportation demands, especially during peak periods in 2025 - 2026, when 35,000 workers will commute daily.

Since November 2023, when Nam Ha Vietnam Shoe Company began operations with 1,000 - 1,500 workers, Z30A Road has already shown signs of congestion. The number of workers is expected to increase to 10,000 by 2024, and further to 35,000 by 2025 - 2026, necessitating immediate infrastructure expansion.  

Community Support for Road Expansion

Recognizing the economic benefits of this development, local residents have largely agreed to donate land for the expansion of Z30A Road. According to Duc Linh District People’s Committee, the project requires land clearance compensation for approximately 12,800 m² of land, including:

• 300 m² of rural residential land
• 12,500 m² of perennial crop land
• Temporary structures, roofing, and other architectural elements

Fortunately, no residential relocation (resettlement) is required, which will streamline the process and help meet construction deadlines.

Investment and Implementation Timeline

The Z30A Road upgrade and expansion project is planned for three years of construction, with an estimated investment of VND 69.999 billion. Funding will come from provincial budget reserves and excess revenue from the medium-term public investment plan (2021 - 2025), with provisions for continuation into 2026 - 2030. As a Category C project, the allocated funding must be disbursed within three years, ensuring the project’s timely completion.

Alignment with Duc Linh District’s Long-Term Development Plan

The investment in Z30A Road aligns with the Duc Linh District Regional Construction Plan to 2040, approved by the People’s Committee of Binh Thuan Province under Decision No. 1321/QD-UBND (dated June 10, 2020). This plan identifies Dong Ha Commune as a key driver of economic and industrial growth, with rapid urbanization trends and a vision to achieve Grade-V urban status, transitioning into a township by 2030.

Additionally, the project is consistent with the Dong Ha New Rural Development Plan, the 2021 - 2030 Land Use Plan, and the 2050 Vision for Duc Linh District, as approved by the People’s Committee of Binh Thuan Province under Decision No. 202/QD-UBND (dated January 30, 2023).

By ensuring modern infrastructure and seamless connectivity, the Z30A Road expansion will not only enhance traffic flow but also support industrial expansion, further solidifying Binh Thuan’s position as a rising industrial investment destination.
